Annette Mae Bartlett, 90, passed away on May 1, 2023 at Beautiful Savior Lutheran Home in Belton, MO. She was born on March 4, 1933 to Raymond Peppars and Geneva (Hayes) Peppars of Santa Rosa, CA. She grew up in Mission, Kansas in the neighborhood known as South Park.

Annette was preceded in death by her parents, first husband, Richard Williams, Sr., second husband, William J. Bartlett, and 16 brothers and sisters, Byron Peppars, Damon Peppars, Emery Peppars, Gwendolyn Peppars, Horace Peppars, Jacqueline Budgetts, Joseph Peppars, Lois Peppars, Madelyn Lopez, Maxine Peppars, Noel Peppars, Quinton Peppars, Raymond Peppars, Wehrle Peppars and 2 siblings that passed away as infants.

Annette attended Park College majoring in Business. She earned a Bachelor of Science degree in 1970.

Annette, a 40-year federal employee, worked for multiple departments, including the FAA, IRS, HEW, and HHS. She was the administrator for Region VII, which comprised Kansas, Missouri, Nebraska, and Iowa. While in government service, Annette actively supported President Ford’s aid to displaced Indo-Chinese refugees during the collapse of Saigon, Vietnam. She also played an important role in the relocation of Cambodian, Laotian, and Vietnamese refugees to Fort Chaffee, AK.

Annette is known for her knack for cultivating one-on-one connections, her love of the Chiefs and Royals and a passion for politics. Her lifelong interest in politics

motivated her to volunteer for local, state, and national campaigns. She was always found "working the polls" during election season. She was adamant about the rights and duties of voters, frequently recalled the days of discrimination and the inability to vote. She was a frequent participant in marches, demonstrations, and sit-ins.

Annette professed her life to Christ and was baptized in 2013 at the tender age of 80 years old.

She leaves to cherish her memory her three children, Richelle Williams Raney (Leonard, Sr.) of Lisbon, Portugal, Richard Williams, Jr. of Houston, Texas, and Robyn Williams George of Kansas City, Missouri. Three grandsons, Leonard M. Raney, Jr. of Los Angeles, CA, Richard B. Williams (Ashli) of Independence, Missouri, and Jackson W. Raney of Seattle, Washington; a host of nieces, nephews, great nieces, great nephews, cousins and friends.

Annette will be dearly missed by all who know her. Her family asks that she be remembered for the joy she brought to others in life; not the sadness of her passing.
