A Time to Be Born

Carter Ray Foster was born on November 27, 1942, in Lexington, Missouri, to the parentage of Geraldine Akers and Carter H. Ray.  Later Geraldine Akers married Leroy Foster.

A Time for Reverence to God

Carter loved the Lord.  He was a praying man.  At an early age, Carter accepted Christ and united with Ward Chapel AME Church in Kansas City, Missouri.  As an adult, he (and his wife) joined Friendship Baptist Church under the late Rev. Henderson.  He served on the usher board and rededicated his life in February of 2005 under Pastor James A. Terrance, Jr.

A Time to Marry

Carter Ray Foster was married to Billye Jean Foster for 41 years.  Three children, Curtis, Adrian, and Carinna, were born into this union.

A Time to Learn

Carter graduated with honors from Lincoln College Preparatory Academy, call of 1961.  Carter was a Vietnam Veteran who joined the Air Force ranking as a Sargent and earned numerous awards and medals including: Air Force Longevity Service Award, National Defense Service Medal, Vietnam Service Medal, Republic of Vietnam Campaign Medal, Air Force Commendation Medal, and the Air Force Good Conduct Medal. Carter graduated from Ottawa University with a Bachelor’s in Computer Data Processing.

A Time to Work

Paccar – Supervisor in Computer Operation.

Treasury Dept Federal Government as a Computer Operations/IT Security.

Retired after 35 years with the Federal Government in Kansas City, Missouri.

A Time of Homegoing

On Monday, July 24, 2023 at 6:30am, Carter Ray Foster transitioned from labor to reward at the VA Medical Center in Kansas City, Missouri with his wife, Billye Jean Foster by his side.

His loving wife Billye Jean Foster of Kansas City, Missouri; sister Leona Ray of Houston, TX; sister Donna Ray of Rancho Cucamonga, CA; sister Cathy Wrice (Carter) of Kansas City, MO; sister Norma Hines of Kansas City, MO; son Curtis (Lenesha) of Kansas City, MO; son Adrian of Kansas City, MO; and daughter Carinna (William) of Kansas City, MO; grandchildren Jaquez Veal of Denver, CO; Davihn Veal of Kansas City, MO; Curtis Jr (CJ) of Lexington, TX; Leniya of Kansas City, MO; Cayden of Lexington, TX; Paige of Kansas City, MO; Pierce of Kansas City, MO; and a host of nieces, nephews, cousins, and friends.
