Norma Jean Carter

Norma Jean Carter was born on October 22, 1956. The seventh child born to Mr. Osie and Mrs. Helen Layton. She transitioned from this life on September 30, 2019 surrounded by her husband and family.

She attended Central High School in Kansas City, Missouri. She was employee with Western Missouri Mental Health until her retirement in 2015. There at Western Missouri she was the Director of Environmental Services.

She married Mr. William (Tony) Carter Sr. on February 19, 2000 in Kansas City, Missouri. They were happily married for 19 years. Norma was a very loving and caring person who illuminated her surroundings with her smile. Her love and consideration for others was heart-felt and genuine. She was a very special lady that was loved by everyone. She will truly be missed. She made an impact

on everyone and was extremely nurturing. She was the person in the family that everyone consulted for advice.

She was a devoted member of Temple of Truth Baptist Church in Raytown Missouri. At Temple of Truth, she served as a Mother of the Church and a doorkeeper. She enjoyed participating in all church activities including Sunday School and Bible Study. She loved her church and her church family.

She was preceded in death by her parents, Mr. Osie and Mrs. Helen Layton, brothers: Samuel Wynn and Winfred Lee Layton.

She leaves to mourn her sweet memories: a loving and devoted husband Mr. William (Tony) Carter Sr. of K.C. Missouri, four sons: Sammie Lee Layton Sr., John (Jovon) Hall II, Osie (Sheri) Hall, William (Damika) Carter Jr., fifteen grandchildren, four brothers: Murrey (Patricia) Wynn, Ike Layton, Mike (Lisa) Layton all of K.C., Mo., Clyde (Glenda) Layton of Hinesville, Georgia. Five sisters: Jennie Layton, Shirlene Woods, Christine Hall, Sheila Layton, Marilyn Layton and Regina Lockheart all of Kansas City, Missouri. She also leaves a host of nieces, nephews, cousins and other relatives.
